ENVIRONMENTAL SITE ASSESSMENTS (ESA's) To reduce the threat of environmental liability, Phase I Environmental Site Assessments (ESAs) are frequently conducted prior to real property financial transactions. It is very important for the client to hire an experienced and knowledgeable consultant, as well as what can be expected to be found from the proposed scope of work. Prime consulting provides site assessments for organizations and individuals involved in property transactions to assess potential environmental risks to the property and to retain protection from liability under CERCLA. Environmental site assessments prepared by Prime Consulting meet or exceed ASTM Standard of Practice E-1527, while providing the necessary due diligence and disclosure required for property transactions. To identify and address obvious and potential sources of contamination, Prime Consulting staff can provides the following services Phase I The Phase I ESA is performed by our qualified environmental professionals with adherence to the American Society for Testing and Materials (ASTM) criteria as a minimum requirement. A Phase I ESA generally consists of records and review, a site visit, and a discussion with individuals regarding past and present site activities at the facility. Usually, however, no laboratory sampling is done during a Phase I ESA. The Phase I ESA typically documents the following:
Phase II Phase II projects usually consist of collecting shallow soil samples, which are screened for contaminants in order to determine if there is a severe environmental problem at a property. Our extensive experience allows us to design a scope of work that minimizes costs but still provides enough data to make good business decisions before, during and after real estate transactions. Remediation/closure management is a critical aspect of commercial/industrial real estate transactions. A Phase III Remedial Action may be required when a Phase II identifies
contamination above local regulatory levels. A successful Phase III action
